Delhi Directorate terminated Bibhav Kumar Personal Secretary to Kejriwal, amidst Kejriwal’s Arrest
The Delhi Directorate of Vigilance has terminated the employment of Bibhav Kumar, who served as the personal secretary to incarcerated Chief Minister Arvind Kejriwal. YVVJ Rajshekhar, the Special Secretary of Vigilance, issued the directive for his dismissal, citing a case dating back to 2007. As per the directive, “The Competent Authority at this moment ends the employment of Bibhav Kumar, by Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965, effective immediately.” The termination stems from allegations made by a government official named Mahesh Pal, accusing Bibhav Kumar of obstructing him from performing his duties and verbally abusing him. The order referenced a letter from the Station House Officer of Police Station, Sector-20 Noida, dated April 29, 2023, indicating that Mahesh Pal filed an FIR (First Information Report) numbered 102/2007 on January 25, 2007. Bibhav Kumar, among others, was charged in the FIR for allegedly impeding a public servant from performing their duties and verbally assaulting them.

In another development, the Enforcement Directorate (ED) recently interrogated Bibhav Kumar concerning a money laundering investigation related to the Delhi excise policy case. Sources familiar with the matter stated that Kumar was questioned to clarify certain documents pertaining to the excise probe. The ED has arrested Chief Minister Arvind Kejriwal in the same case, alleging that he misused his position to engage in money laundering activities for the benefit of his party. Kejriwal has appealed to the Supreme Court following the Delhi High Court’s affirmation of the Enforcement Directorate’s actions against him.
